When they are awarded
Virtue is awarded when a level-70-or-higher leader helps an eligible trainee below level 70 who is at least 20 levels lower, is close enough, and gains a level. The award is tied to the completed level rather than a chat command.

Why the limits exist
Those conditions prevent a high-level character from farming virtue without actually helping a newer player progress. Keep both characters together and let the trainee complete the level normally.
